A History of Edwards County Public Health

July 1, 1946 was the date Sarah Zeller, RN began as our first Health Department Nurse. She was paid $95.00 per month by the State of Kansas. She did have a county furnished car until it was wrecked and there were insufficent funds to repair. This department was funded by .20 mils, but it is unclear how many dollars that converted to in 1946.

Dr. F.G. Meckfessel from Lewis was the County Health Officer, and the County Physician Welfare Director.

In 1960, Lavon Troutman, RN became the 2nd Edwards County Health Nurse.

In March of 1975, Freida Roller became the 3rd Edwards County Health Nurse. During her years of service, the WIC program was added, which is a food supplimental program for Women, Infants and Children (which is still in progress and serving many clients).

In November 1990 Jerri Stegman RN was appointed as the fourth Health Department nurse. January 2nd, 1991 the Health Department was moved to the Edwards County Hospital since that time services and public usage has grown rapidly. With the increase in demand for services, staffing has increased also.

In October 2002 Nancy Kirkwood was appointed as the fifth Health Department Administrator.

In October 2006 Diana Rice was appointed as the sixth Health Department Administrator, also the first as a NON-RN position, see our staff page for a little more about that.

We presently have 2 full time employees and 4 part time employees. We have many programs and with special grants are able to offer many services. Check out our web site and see if there is something that can help you.
